About Ayos Bayan

Ayos Bayan is a citizen-powered civic technology platform built to help residents of Bataan Province report local community infrastructure problems and track verified resolution progress.

1. Independent Civic Technology Status

Ayos Bayan is an independent, non-governmental civic-tech platform. We do not represent any government agency, municipal government unit (LGU), or national department. Submitting a problem report on Ayos Bayan creates a public record of a community problem, but does not guarantee that any government entity or utility company will take action.

Where official partnerships are formally ratified between Ayos Bayan and authorized municipal divisions (e.g. public works pilots), participating organizations are explicitly indicated with a verified partnership badge. No LGU is claimed as a partner unless an official agreement is active.

2. Moderation and What "Verification" Means

To prevent fraud, spam, harassment, and duplicate submissions, all submissions pass through a structured review process:

  • Verification Status vs. Resolution Status: Marking an issue as Verified means an authorized moderator has confirmed that the physical problem exists at the reported coordinates and is within civic reporting scope. A report can be verified without being resolved.
  • Evidence-Based Resolution: A report must never become resolved simply because days or weeks have elapsed. Marking a report as Resolved strictly requires verifiable photographic proof of the repair or documentation published by authorized personnel.
  • Community Confirmations: Residents can confirm an issue ("I also notice this issue"). However, community confirmations do not equal official moderator verification. A high confirmation count helps prioritize moderation queues, but does not auto-verify an uninspected report.

3. When NOT to Use Ayos Bayan: Emergency & Official Channels

Ayos Bayan is designed for non-emergency civil infrastructure hazards (potholes, drainage blockage, broken railings, streetlight outages). Do NOT use this platform for:

Active Life Emergencies:Fires, medical emergencies, crimes in progress, or domestic violence. Dial 911 immediately or contact Bataan PNP / BFP.
Official Anti-Graft & Complaints:Complaints against public officials, corruption, or red tape should be filed directly through the Civil Service Commission 8888 Citizens' Complaint Hotline or the Office of the Ombudsman.

4. Privacy, Anonymity & Data Protection

We treat citizen privacy as a fundamental safety requirement. Optional reporter contact information (email, phone number) is stored in protected tables accessible only by authorized platform administrators, and is never serialized in public issue APIs. Citizens can also submit reports completely anonymously.
